The last penalty in Section 12 was added in Committee in consequence of the want of personal cleanliness in the Coolies.
Although wheeled Carriages and horses have hitherto not been let for hire it is anticipated that the improvement continually going on of roads will induce the introduction of so desirable a public convenience, and in anticipation thereof these are provided for.
I may add that this ordinance has been very generally desired and that it received more than ordinary attention in Committee where it was much improved.
